Meet Our Board
Brian S. Probolsky

Director Brian S. Probolsky has served on the Board since 2008. He currently serves as President of the Board and as a representative on the Association of California Water Agencies/Joint Powers Insurance Authority (ACWA/JPIA), and the California Association of Sanitation Agencies (CASA).

An active member of our community, he has served on the OC Parks Commission, as a Laguna Niguel Parks & Recreation Commissioner and as a member of the Board of Governors for the Saddleback College Foundation.   An accomplished entrepreneur and seasoned senior management professional, Mr. Probolsky has started and sold several successful business and is now the Business Practices Manager of Orange County Community Resources. Mr. Probolsky lives with his wife and three children in Aliso Viejo.

Duane D. Cave
Vice President

Director Duane D. Cave joined the Board in 2014 and has lived in Aliso Viejo since 2002.  He currently serves as Vice President and chairs the Technical Committee Board Meeting. He is the delegate for the San Juan Basin Authority (SJBA).

Mr. Cave has been an active member of the community; he currently serves as Immediate Past Chair of the South Orange County Economic Coalition and as a board member on: the Boys and Girls Club of Capistrano Valley, CleanTech-OC, Orange County Taxpayers Association, and the Laguna Niguel Chamber of Commerce, along with involvement in other organizations.  Mr. Cave is very active as a volunteer umpire for Little League baseball and works as a High School Umpire.  Mr. Cave brings 39 years of electric and natural gas utility experience with him to the Board. His background in the utility involves construction and operations, as well as staff and project management.  Mr. Cave is currently the External Relations Manager for San Diego Gas and Electric in south Orange County. Donald R. Froelich
Vice President

Director Donald R. Froelich has served on Moulton Niguel’s Board of Directors’ since 2008 and is currently the second Vice President of the Board.  Mr. Froelich also serves on the Orange County Waste Management and Recycling Commission, and is an alternate representative to the Independent Special Districts of Orange County (ISDOC) and  the South Orange County Wastewater Authority (SOCWA).

Mr. Froelich received a Bachelors of Science and Masters Degree in Civil Engineering from the University of Southern California.  He is a registered Civil Engineer and a member of the State Bar of California.  Mr. Froelich has more than three decades of experience in the water industry, having worked as a supervising Civil Engineer for the Metropolitan Water District of Southern California and as a manager for the City of Glendale Water Department.  He and his wife, Karen, reside in Laguna Hills.

Richard S. Fiore

Director Richard S. Fiore has served on the Board of Directors of Moulton Niguel Water District since 1977. He has been President of the Moulton Niguel Board of Directors, and Chairman of its Finance, Legal, Engineering, Personnel, and Community Relations Committees.  During his role as Chair of the District’s Outreach ad hoc, he has led the development of a comprehensive program for the communication of information to Moulton Niguel customers, local government and the community.  Currently, he chairs the Administrative Committee and is also is the representative to the Independent Special Districts of Orange County (ISDOC).

Mr. Fiore is a graduate of Occidental College (1963) and the University of California, Hastings College of the Law (1967).  He has practiced law in Orange County since 1971, and is the founder and President of the law firm of Fiore, Racobs & Powers, providing legal services to residential and commercial community associations. Mr. Fiore is a Charter Member and former Dean of the national Community Associations Institute College of Community Association Lawyers. He previously served as a member and Chairman of the Planning and Architectural Committee of the former Mission Viejo Municipal Advisory Council.   He and his wife Carol have resided in Mission Viejo since 1971, where they raised three children.

Kelly A. Jennings

Director Kelly A. Jennings was elected to the Board in November 2018.  She has two decades of experience working at Moulton Niguel dealing with all aspects of its operations and customer relations.  She has firsthand experience with the realities of water preservation and conservation facing Moulton Niguel’s customers. She is dedicated to providing excellent water at the lowest possible rates. She currently is the representative for the Santiago Aqueduct Commission (SAC).

In addition to her public service, Mrs. Jennings is the Community Life and Operations Director for Mission Lutheran Church in Laguna Niguel where she oversees the church’s outreach efforts with multiple local, regional, and global charities.  Mrs. Jennings is also a long-time member of the Laguna Niguel Chamber of Commerce where she serves as an ambassador. Mrs. Jennings is a lifetime resident of Southern California and resides in Laguna Niguel with her husband and two children.

Gary R. Kurtz

On the Board since 1992, Director Gary R. Kurtz has chaired the Moulton Niguel Community Relations, Investment, Personnel and Salary, Audit and Financial Committees. He is an alternate delegate for Moulton Niguel on the Association of California Water Agencies/Joint Powers Insurance Authority (ACWA/JPIA).

Mr. Kurtz served as president of the Laguna Niguel Community Council and has been active in civic affairs. Mr. Kurtz graduated from Eastern Washington University and attended graduate school at the University of Oregon. He is retired from the insurance and financial planning business. Mr. Kurtz and his wife Nancy, have been residents of Laguna Niguel since 1970.

Bill B. Moorhead

Director Bill B. Moorhead was elected to the Board in 2018. He currently serves as Moulton Niguel’s representative on the South Orange County Watershed Management Area (SOCWMA) and an alternate for the California Association of Sanitation Agencies (CASA). Mr. Moorhead received a Bachelor of Arts degree in Biology from Washington and Jefferson College and a Master’s Degree in Civil/Environmental Engineering from Loyola Marymount University. He is a registered Civil Engineer in the State of California and currently holds licenses in Water, Wastewater and Water Distribution Operations from the California Department of Health Services.

Mr. Moorhead has more than 4 decades of experience in the fields of water and wastewater having served as a Biologist, Treatment Supervisor, Operations Consultant, Senior Engineer and most recently Principal Water Engineer for the City of Anaheim. Among his achievements, Mr. Moorhead is past President of the Orange County Water Association (OCWA) and past Chairman of the California Water Environment Water Association’s (CWEA) Technical Certification Program. Mr. Moorhead was honored as “Operator of the Year” and recipient of the “Engineering Achievement Award” by the CWEA, and recipient of the Engineering Best Projects of 2013 Award by the Engineering News Record for Anaheim’s Recycled Water Demonstration Facility. Mr. Moorhead was a member of the MNWD’s Citizen’s Advisory Committee (CAC) until his election. He also served 4 years as Vice President of Mission Viejo High School’s Model United Nations (MUN) boosters. Mr. Moorhead has raised one daughter, and he and his wife Beverly reside in Mission Viejo where he has lived for 25 years.
