MOULTON NIGUEL WATER DISTRICT RECEIVES HIGHEST AWARD IN GOVERNMENT BUDGETING

Moulton Niguel Water District is being honored by an independent panel of financial experts with its highest award in government budgeting.

This fall, the Government Finance Officers Association awarded Moulton Niguel its “Distinguished Budget Presentation Award” for its Fiscal Year 2022-23 Budget. The award recognizes public agencies that meet nationally-recognized guidelines for effective budget presentation.

“Moulton Niguel is fully committed to transparency and fiscal accountability,” said Brian S. Probolsky, President of the Moulton Niguel Board of Directors. “We are honored that this year’s balanced budget once again meets the rigorous standards set by the Government Finance Officers Association.”

Earlier this year, an impartial panel of experts from the Government Finance Officers Association of the United States and Canada conducted a rigorous review of the Moulton Niguel’s 2022-23 Fiscal Year Budget. Budget documents were evaluated in 14 criteria across four categories: as a policy document, as a financial plan, as an operations guide, and as a communications device.

“This award is the highest form of recognition in governmental budgeting,” the Government Finance Officers Association states. “Its attainment represents a significant achievement by your organization.”

Moulton Niguel has consistently earned top honors for its financial excellence, including the prestigious Certificate of Achievement for Excellence in Financial Reporting. The award recognizes government agencies that meet independent standards for financial transparency and fiscal accountability. Credit ratings agencies, Fitch Ratings and S&P Global Ratings, have each independently affirmed Moulton Niguel’s AAA-credit rating, the highest-possible rating.

“Moulton Niguel’s balanced budget is the result of a six-month open and transparent budget review process that incorporates feedback from our customers,” said Joone Kim-Lopez, Moulton Niguel’s General Manager.
