Closure and Alternate Route Details

  • 1 (one) lane in each direction will remain open during construction.
  • 2 (two) lanes in each direction will be open during rush hour, overnight, on weekends, and holidays.
  • Alternate routes include Niguel Road and Pacific Island Drive.
  • On-street bicycle lanes will be closed throughout construction. Detours include Salt Creek Trail and Niguel Road.
  • Sidewalks and pedestrian pathways will remain open throughout construction.

Project Overview

The Crown Valley Parkway Pipeline Replacement Project will replace about 2 miles of water transmission main and sewer force main pipelines. Both pipelines are within Crown Valley Parkway, between Camino Del Avion and Hillhurst Dr. With good maintenance, the existing pipelines have served the community well for over 60 years. To ensure continued safe and reliable service (and minimize the frequency of costly and disruptive outages), the aging infrastructure must be replaced. The new pipelines are essential to providing drinking water and sewer service to a significant portion of the City of Laguna Niguel.  

Moulton Niguel Water District is also coordinating with South Coast Water District on their project to replace 0.5 miles of a regional water supply pipeline within Crown Valley Parkway. Doing these projects together will significantly reduce the overall duration of construction activities.

The Joint Regional Water Supply System (JRWSS) and South Coast Water District’s Crown Valley Parkway Transmission Main Relocation Project consists of replacing 0.5 miles of a 36-inch diameter regional water supply pipeline. Increased Safety and Water Reliability for Future Generations

Installing new water transmission pipelines and new sewer pipelines will increase future reliability. The existing pipelines must be replaced to ensure safe and reliable water and sewer service to homes and businesses in Laguna Niguel.

Community Well-Being

Traffic Signal Video Detection systems will be installed at the intersections of Crown Valley Parkway with Camino Del Avion and Club House Drive. These systems will help improve traffic flow to provide a more efficient flow during construction and conditions after the project is completed.

Project Background

  • The Crown Valley Pipeline Replacements Project includes the Lower Salada Lift Station Force Main Replacement, the Crown Valley Parkway Transmission Main Lower Reach Replacement, and the I.D. No. 1 Master Meter Relocation. These facilities are located within the same portion of Crown Valley Parkway between Camino Del Avion and Hillhurst Drive in the City of Laguna Niguel. 
  • The Lower Salada Lift Station Force Main conveys untreated wastewater from the Lower Salada Lift Station located just south of the intersection of Crown Valley Parkway and Camino Del Avion to a summit manhole located approximately 1.75 miles north along Crown Valley Parkway, where it transitions to a gravity sewer pipeline and ultimately makes its way to the Regional Treatment Plant. The existing Lower Salada Lift Station Force Main was constructed in 1963. Approximately half of the existing force main is within Crown Valley Parkway and half is within West Nine, a residential housing tract on the east side of Crown Valley Parkway bordering El Niguel Country Club. 
  • The Crown Valley Parkway Transmission Main is a critical potable water transmission main traversing from Dana Point to Mission Viejo within Crown Valley Parkway. The lower reach of the transmission main extends from Camino Del Avion to the I.D. No. 1 Master Meter located approximately 1.75 miles north along Crown Valley Parkway. The existing lower reach of the transmission main was constructed in 1963. 
  • Most of the construction will require closing 2 of the 3 lanes in any direction on Crown Valley Parkway between Camino Del Avion and Hillhurst Drive.   
  • Lanes closures will be for a limited distance at a time. 1 (one) lane in each direction will remain open during construction. 2 (two) lanes in each direction will be open during rush hour, overnight, on weekends, and holidays.
  • Alternate routes include Niguel Road and Pacific Island Drive.

    • Closed Lanes: two (2) lanes closest to the median
    • Open Lanes: one (1) lane furthest of the median
    • Closed Turn:
      • Left turn from southbound Crown Valley Parkway to West Nine Drive (southern entrance)
      • Left turn from West Nine Drive (southern entrance) to southbound Crown Valley Parkway
    • Unaffected Turns:
      • West Nine Drive (northern/main entrance)

Location Two:

  • Lane Closure Update
    • Direction: northbound lanes
    • Approximate Location: between Club House Drive and Hillhurst Drive
    • Closed Lanes: two (2) lanes furthest from the median
    • Open Lanes: one (1) lane closest to the median
    • Closed Turns: none
  • Note: There will be no construction work during inclement weather (rain).
