
Moulton Niguel Water District has appointed Matt Collings as General Manager.
Collings has more than 20 years of leadership experience at the District, most recently as Assistant General Manager.
“Moulton Niguel has an exceptional team of dedicated employees, and we’ll continue to deliver outstanding water, wastewater and recycled water services to South Orange County,” said Collings, who assumed the role in August.
As General Manager, Collings oversees day-to-day operations of the District, which provides safe and reliable water, recycled water, and wastewater services to more than 170,000 customers in Laguna Niguel, Aliso Viejo, Mission Viejo, Laguna Hills, Dana Point, and San Juan Capistrano.
A licensed civil engineer, Collings will work to execute Moulton Niguel’s ambitious ten-year capital improvement plan, which will invest nearly $600 million into the District’s infrastructure over the next decade.
“I look forward to working closely with our Board of Directors as we invest in our community’s long-term water reliability and local utility infrastructure,” he said.
Collings has played a central role in strengthening regional water reliability. He initiated the District’s first Long-Range Water Reliability Plan, which evaluated recycled water expansion, water-use efficiency, groundwater banking, and local supply development.
He also directed Moulton Niguel’s participation in regional reliability projects that include emergency storage reservoirs, interagency transfers, and a surface water treatment plant. Combined with water-use efficiency programs, those investments increased Moulton Niguel’s ability to deliver water during a regional emergency from less than two days to nearly a month.
Collings has served as Board Chair of the South Orange County Wastewater Authority and as a director of the San Juan Basin Authority.
Before joining Moulton Niguel, he spent eight years as a project engineer at Tetra Tech, where he supervised the design of water storage tanks, pump stations, pressure pipelines, and wastewater collection systems. He earned a bachelor’s degree in civil engineering from Loyola Marymount University and is a registered civil engineer in California.
