Matt Collings

Matt Collings serves as General Manager of Moulton Niguel Water District, which provides water, recycled water, and wastewater services to the communities of Laguna Niguel, Aliso Viejo, Mission Viejo, Laguna Hills, Dana Point, and San Juan Capistrano.

As the agency’s top executive, Matt oversees day-to-day operations of the award-winning utility and ensures safe and reliable service to more than 170,000 customers in South Orange County.

Matt initiated Moulton Niguel’s first Long-Range Water Reliability Plan, which evaluated recycled-water expansion, water-use efficiency, groundwater banking, and local supply development. He directed its participation in the design and construction of regional water-system reliability projects, including emergency storage reservoirs, interagency transfers, and a surface water treatment plant. Combined with water-use efficiency programs, these investments increased Moulton Niguel’s ability to provide water service during a regional emergency from less than two days to nearly a month.

Prior to his appointment as General Manager, Matt spent two decades in senior leadership at Moulton Niguel, most recently as Assistant General Manager. He has also served as its Treasurer and Director of Engineering and Operations.

Matt has served as Board Chair of the South Orange County Wastewater Authority, as a director of the San Juan Basin Authority and the Santiago Aqueduct Commission, as a commissioner on the Orange County Transportation Authority’s Environmental Cleanup Allocation Committee, and as Moulton Niguel’s representative to the Joint Regional Water Supply System.

Before joining Moulton Niguel, Matt spent eight years as a project engineer at Tetra Tech, where he supervised the design of water storage tanks, pump stations, pressure pipelines, and wastewater collection systems.

Matt earned a Bachelor of Science in civil engineering with an emphasis in environmental science from Loyola Marymount University. He is a registered civil engineer in California and a member of the American Society of Civil Engineers and the Orange County Water Association.
