Construction in Progress to Ensure Public’s Safety

Construction will be done in phases to minimize the impact on park visitors. Until construction is completed, park visitors may see necessary trail closures and reduced park access to ensure the public’s safety.

• Trail Closures: Trails will be closed in phases to preserve the public’s access to walking paths and bike trails in the park as much as possible. Be alert for any trail closures and possible rerouting to your normal path.
• Reduced Park Access: Sections of the park and associated amenities may be closed, as needed, to ensure a safe construction site. Parking spaces may also be limited during construction work.

Project Overview

Construction Time: Monday through Friday, 7 a.m. to 4 p.m. Some specialized work will require extended working hours until 8 p.m. No work will be performed during holidays or inclement weather.

Moulton Niguel Water District will replace nearly two miles of sewer pipelines within the Laguna Niguel Regional Park. The existing pipelines carry wastewater from Moulton Niguel’s pump station to the Regional Wastewater Treatment Plant. The new pipelines will better withstand the effects of severe storms and seismic events and help to ensure continued safe and reliable service. The project is supported by a $10.3 million federal grant, administered by the California Office of Emergency Services and funded by the Federal Emergency Management Agency’s Hazard Mitigation Grant Program.

Project Benefits

• Critical Infrastructure: These two miles of pipelines are critical for providing wastewater services to South Orange County. The project will help ensure safe and reliable utility services for years to come.
• Environmental Stewardship: Construction will utilize trenchless construction methods, where needed, to safeguard environmentally-sensitive areas and minimize the effects on local wildlife.
• Emergency Preparedness: When completed, the new pipelines will better withstand the increasing threats of damage or infrastructure failure due to severe storms and seismic events.
• Fiscal Responsibility: A $10.3 million federal grant will help offset a substantial amount of the cost of the project, significantly reducing the financial burden on the District’s customers.

Phase One Construction – Trail Closure Details

• Trail will be closed from June to December 2024 April 2025, subject to weather.
• Trails Impacted: Trail along the east side of Laguna Niguel Lake. Yosemite Tunnel will remain open.
