In compliance with the requirements of California Constitution Article XIII D Sec. 6, Moulton Niguel has developed and distributed notices of a public hearing to its customers regarding proposed changes to its Water, Recycled Water, and Wastewater Service Fees.

Plant 3A Flood Protection

The Plant 3A Flood Protection project consists of the construction of a permanent concrete barrier wall and drainage system between the La Paz Creek and the access road to Plant 3A. The wall was designed to provide a level of protection to the facility during periods of creek flooding.

This project is scheduled to begin on November 16th, with projected completion by December 15th 2017.

Working hours are 8:00AM to 5:00PM, Monday – Friday. Customers living in the vicinity will NOT experience any interruption of service.

920 Zone Loop Pipeline

The 920 Zone Loop Pipeline project involves the installation of approximately 230 linear feet of 8-inch PVC pipe within an existing District easement and Pacific Island Drive in the City of Laguna Niguel. Refer to Exhibit A. The work also includes the replacement of related valves and appurtenances. The new pipeline will provide a secondary connection to a large service area increasing reliability for the customers served by the potable water distribution system in the project area.

This project is scheduled to begin on December 4th, with projected completion by January 15th 2018.

ETM Pipeline Removal in San Juan Creek

The ETM Pipeline Removal Project includes the removal of 180-feet of concrete-encased 30-inch ductile iron pipe within the limits of the San Juan Creek, installing concrete plugs in the ends of the abandoned pipe, and restoring the creek-bed to its pre-construction condition.

This project is scheduled to begin on November 6th, with projected completion by November 28th 2017.

2016-17 Valve Replacements

The 2016-17 Valve Replacements project will replace key valves that have been identified by District staff and prioritized as part of the system wide valve replacement program. The valves to be replaced as part of this contract are in six locations within the City of Laguna Niguel and include 41 potable valves and the installation 3 new valves.

This project is scheduled to begin on November 27th, with projected completion by April 15th 2018.

Working hours are 8:00AM to 5:00PM, Monday – Friday. Customers living in the vicinity may experience temporary interruption of service, but will be notified well in advance of the specific times and dates of the temporary outage.

Manhole Rehabilitation Program

The on-call Manhole Rehabilitation Program allows for rehabilitation services of District manholes as identified throughout the year. It will allow for efficient rehabilitation of structurally sound manholes as identified by District staff performing the manhole inspection and cleaning program. The level of rehabilitation required will be identified by District staff and can range from replacement of a manhole frame and cover, to complete rehabilitation of the manhole including root removal and treatment, chemical grouting, and re-lining with an epoxy based system. The agreement was developed to provide unit pricing for various rehabilitation scenarios that can be put together into a task order to the selected contractor.

This project is currently in construction, with projected completion by June 29th 2018.

Lower Boundary Oak Wastewater Lift Station Project

The Lower Boundary Lift Station Project will be upgrading and replacing facilities at the Lower Boundary Oak Wastewater Lift Station, located on Crimson Canyon.

This project is currently in construction, with projected completion by December 15th 2018.
