Moulton Niguel Water District Honored by OC Taxpayers Association

Moulton Niguel Water District is being honored as “a friend to taxpayers” by the Orange County Taxpayers Association (OCTax).  

At its 13th Annual Roses and Radishes Award Dinner, held at the Hyatt Regency in Irvine, OCTax awarded Moulton Niguel with its prestigious Rose Award, which recognizes individuals and organizations that have been friends to taxpayers during the previous year. 

“On behalf of the Moulton Niguel Board of Directors, we are honored to be named a friend to Orange County taxpayers,” said Moulton Niguel President Duane D. Cave, who has more than four decades of experience in the utility industry. 

In presenting Moulton Niguel with the 2023 Rose Award, OCTax recognized Moulton Niguel for its taxpayer-friendly water conservation and rebate programs, which prioritize customer incentives instead of fines or other punitive measures. For Fiscal Year 2022-2023, Moulton Niguel provided customers $1.8 million in rebates to replace 495,000 square feet of turf. The taxpayer group also praised Moulton Niguel for leveraging federal grants to lower program costs. 

“The best way to achieve lasting water savings is by working with homeowners and businesses to incentivize wise water use,” said Vice President Brian S. Probolsky.  

Since beginning its turf rebate program in 2011, Moulton Niguel has helped customers remove more than 6 million square feet of turf. The District estimates 265 million gallons of water are saved this year alone.  

“We are actively working on plans to advance this program,” said Moulton Niguel Vice-President Diane Rifkin. “Moulton Niguel continues to offer our customers a wide array of rebates, including a turf replacement rebate of up to $4 per square foot.”  

Earlier this year, Moulton Niguel was also honored with the Government Finance Officers Association’s “Triple Crown” for excellence in financial reporting and budget presentation. The District maintains the highest-possible AAA-credit rating from the world’s two leading credit ratings agencies, Fitch Ratings and S&P Global Ratings
