MNWD to Consider New Rate Structure

The Moulton Niguel Water District Board of Directors will consider a change this month from the current water rate model to a Water-Budget-Based Rate Structure. The proposed rate structure is designed to meet customer’s specific water needs by providing each with a customized water budget, and would help the District to stabilize finances moving forward.

The Board will consider the change at a public hearing on February 23, 2011 at 5:30 p.m. at the District’s administrative offices. The public has several opportunities to participate and provide feedback before a decision is made.

Water-Budget-Based Rates at a Glance
Here is what the proposed Water-Budget- Based Rate Structure would mean for MNWD customers:

• Individual Water Budgets
  Every MNWD customer would receive a customized amount of water – a water budget – to meet their specific water needs.
  
  
• Efficiency Rewarded
  The new system would reward efficient water use. Customers whose water use remains within their water budgets would be billed at the lower rates.
  
  
• Water Waste Penalized
  Only customers who exceed their water budgets would be billed at higher rates. If additional revenue is collected the money would be used to fund conservation programs, but the proposed rate structure is designed to generate the same revenues for MNWD in fiscal year 2011-2012 as under the current billing structure.
  
  
• Freedom to Use Water as You Choose
  The proposed rate structure would mean the end to the current three-day-per week watering restrictions.
