Residential Device Rebate Guidelines

* Rebate program guidelines and rules, including water saving devices, are subject to change. Rebates will issued as a check, and amounts are subject to the maximum rates under the program, but in no instance will the rebate amount exceed the cost of the device purchased excluding sales tax, shipping and installation. Applicant must be current account holder or current property owner and reside at the property to be eligible for an MNWD Rebate. If applicant does not pay a water bill to Moulton Niguel Water District, then they must provide a copy of their tax bill or grant deed to show ownership of the property. Funding is limited and submitting a rebate application does not guarantee that customers will receive a rebate. Rebates will be issued on a first-come, first-serve basis until funding is exhausted. MNWD rebates will be retroactive for qualified products purchased after July 1, 2011.

High Efficiency Clothes Washers Maximum of $200/One Washer $200 Per Washer

Almost 15% of the water used inside your home is used doing the laundry. The water factor (WF) indicates the number of gallons of water used per cubic foot of laundry. The lower the number, the more water efficient the clothes washer. High efficiency clothes washers must have a HE High Efficient Symbol and have a 4.0 Water Factor or less to qualify for an MNWD rebate.

WATER SAVINGS: Pre-1998 clothes washers use about 43 gallons per load, while high efficiency clothes washers use 27 gallons per load. Switching to a high efficiency clothes washer may provide a water savings of 4,800 gallons per year.

Estimated Cost: $1,000 and up

High Efficiency Toilets Maximum of $750/Five Toilets $150 Per Toilet

Replace your old high water-use toilet with a high efficiency toilet (HET).

WATER SAVINGS: Replacing a 3.5 gallon per flush toilet with a 1.28 gallon per flush toilet may save an average of 10,000 gallons per year per household. Rebates are available for 1.28 and 1 gallon per flush toilets.

Dual flush high efficiency toilets with 1.6/1.28 gallons per flush efficiency rating are also accepted.

Estimated Cost: $100-300

Rebate Amount: $150 Per Toilet. Maximum of $750/Five Toilets.

Weather Based Irrigation Controllers Maximum of $600/Twenty-Four Stations $25 Per Active Station

Weather based irrigation controllers allow for a more accurate, customized irrigation setting by automatically adjusting the schedule and amount of water in response to changing weather conditions. Not only should this save water by reducing unnecessary watering, it also allows you to personalize your irrigation schedule to meet your landscape's specific plant and climate needs. The rebate amount will be calculated at the current dollar amount per station indicated on the rebate list, multiplied by the number of active stations connected to the controller.

WATER SAVINGS: Automatically waters plants based on daily weather data and may result in an annual water savings of approximately 17,204 gallons per year based on 2,000 sq. ft. of irrigated area.

Rebate Amount: $25 Per Active Station. Maximum of $600/Twenty-Four Stations.

Rotating Spray Nozzles for Pop-Up Spray Heads Maximum of $200/Fifty Nozzles $4 Per Nozzle 

You can eliminate wasteful runoff with rotating nozzles by applying directed, uniform water distribution to your landscape. In order to qualify, rotating nozzles must be replacing traditional “spray” type heads. The rebate amount will be calculated at the current dollar amount per nozzle indicated on the rebate list, multiplied by the number of nozzles installed (6 nozzle minimum).

WATER SAVINGS: Uses a lower flow rate than traditional spray nozzles and applies water more evenly, reducing runoff and misting. Rotating spray nozzles are 20% more efficient than traditional spray nozzles. Each nozzle can save up to 1,100 gallons every year.

Estimated Cost: $4-6

Drip Irrigation Maximum of $300 $0.20 Per Sq. Ft.

Drip irrigation, also known as micro-irrigation, is a method which minimizes the use of water and fertilizer by allowing water to drip slowly to the roots of plants, either onto the soil surface or directly onto the root zone, through a network of valves, pipes, tubing, and emitters. When the irrigation system supply pressure is greater than 40 psi, an entire valve must be retrofitted with a pressure regulator or pressure compensating drip emitters in order to qualify. The rebate amount will be calculated per square foot of retrofitted area as indicated on the rebate list.

WATER SAVINGS: Traditional overhead sprinklers have a water efficiency of 50%, while drip irrigation is 100% efficient.

Estimated Cost: Approximately $0.20 per square foot. Cost varies depending on size of area being retrofitted.

Rebate Amount: $0.20 Per Square Foot. Maximum of $300 Per Customer.

**Turf Removal Maximum of $1,500/1,000 sq. ft. $1.50 Per Sq. Ft.

Turf grass is one of the most water-intensive plants in your landscape. Its high water consumption and frequent maintenance needs make it a time-consuming, expensive option. If you choose to remove some of your irrigated turf grass to reduce your outdoor water use, you will be eligible to receive a MNWD rebate.

In order to qualify for the rebate, the customer shall schedule a pre and post-removal inspection. The pre-turf removal inspection shall allow District staff to determine the amount of turf being removed. In order to qualify, the proposed area must be live turf and be irrigated. The post-removal inspection shall allow District staff to verify the total square feet of turf removed in order to calculate the rebate amount. The rebate amount will be calculated at the current dollar amount per square foot indicated on the rebate list, multiplied by the square footage of turf removed.

Additionally, if part of a lawn is converted, the sprinkler system must be properly modified to provide adequate coverage to the remaining lawn without spraying the converted area.

WATER SAVINGS: 750 gallons per 500 sq. ft., 9,000 gallons of water per year

Rebate Amount: $1.50 Per Square Foot. Maximum of $1,500/1,000 sq. ft. Per Customer.

Synthetic Turf Maximum of $1,500/1,000 sq. ft. $1.50 Per Sq. Ft.

If the proposed turf installation area is within the jurisdiction of a Homeowner’s Association or City which requires pre-approval of synthetic turf installation, an approved copy from the Homeowner’s Association Architectural Committee (or similar Association entity) or City must accompany the rebate application. Turf product must be manufactured in the USA due to lead content contained in foreign manufacturer turf products.  Also, synthetic turf must have drain holes in backing to allow water to percolate into soil and minimize runoff to the gutter. The rebate amount will be calculated at the current dollar amount per square foot, multiplied by the square footage of turf installed (up to the maximum rebate amount) which is indicated on the rebate list.

In order to qualify for the rebate, the customer shall schedule a pre and post synthetic turf inspection. The pre-synthetic turf inspection shall allow District Staff to determine the amount of synthetic turf being installed. In order to qualify, the proposed area must be live plant material/live turf and be currently irrigated. The post-synthetic inspection shall allow District staff to verify the total square feet of synthetic turf installed in order to calculate the rebate amount. The rebate amount will be calculated at the current dollar amount per square foot indicated on the rebate list, multiplied by the square footage of synthetic turf installed. Additionally, existing synthetic turf is NOT eligible to receive a rebate for replacement.

WATER SAVINGS: 12,000 gallons per year based on 500 sq. ft.

Estimated Cost: $10-12 per square foot

Rebate Amount: $1.50 Per Square Foot. Maximum of $1,500/1,000 sq. ft. Per Customer.

*But in no case to exceed the cost of the device(s) excluding sales tax, shipping and installation. Applicant must be current account holder or current property owner and reside at the property to be eligible for an MNWD Rebate. If applicant does not pay a water bill to Moulton Niguel Water District, then they must provide a copy of their tax bill or grant deed to show ownership of the property.
** If a device has a double asterisk, it may also be eligible for Municipal Water District of Orange County’s (MWDOC) Rebate Program. Customers can participate in both rebate programs; however MWDOC may have different eligibility requirements, qualifications and rules for their rebate programs.
NOTE: The above maximum number of devices and corresponding maximum rebate amount may be exceeded, at the discretion of the District, in cases where a larger commercial building, commercial landscape area, or multi-family residential complex is involved, which can be accomplished on a phased basis, also as determined by the District in its discretion. Customers interested in exceeding the current maximum number of devices and corresponding rebate amount, must provide documentation of prospective project’s entire water savings and must have prior District approval by the General Manager/Director of Customer Service (Board approval may be necessary) before applying for an MNWD Rebate.
