  Mr. Lawrence Lizotte   Lawrence R. Lizotte - President, Division 4

Mr. Lizotte is a retired residential home builder and licensed general contractor. A resident of Laguna Niguel since 1966, he attended Fullerton Junior College and California State University
at Long Beach. Mr. Lizotte currently serves as Moulton Niguel Water District's representative to the South Orange County Wastewater Authority (SOCWA).



Mr. Richard S. Fiore   Richard S. Fiore - Vice President, Division 1

Mr. Fiore and his wife, Carol, have resided in Mission Viejo since 1971, where they have raised their three children. Mr. Fiore is a graduate of Occidental College and the University of California, Hastings College of the Law. He has served on the Board of Directors of Moulton Niguel Water District since 1977, as the representative of approximately the northern half of Mission Viejo, and adjacent portion of Laguna Hills. He earlier served as a member and Chairperson of the Planning and Architectural Committee of the Mission Viejo Municipal Advisory Council. Mr. Fiore is the founder and senior partner of the law firm of Fiore, Racobs & Powers, and a Charter Member and past Dean of the Community Associations Institute College of Community Association Lawyers.



Mr. Gerald E. Buck   Gerald E. Buck - Vice President, Division 2

Gerald E. Buck currently manages personal real estate and business investments in Orange County. He and his wife, Bente, have resided in Mission Viejo for 32 years, raising two children.

Mr. Buck has served on the Board of Directors of Moulton Niguel Water District since 1978, representing a large portion of the Mission Viejo area and a portion of the City of Laguna Niguel. He has been instrumental in helping to develop and chair the Long-Range Planning Committee, resulting in a comprehensive Plan to provide high-quality water and sewer service and infrastructure at the lowest cost possible to meet the District’s complete residential and commercial build-out plan. Mr. Buck attended the University of Southern California and has a Master’s degree from the University of California at Los Angeles (UCLA). Previously he served as an executive officer with Chevron Oil Company. He serves as a Trustee of the Smithsonian Institution’s Archives of American Art and is a founding Board member of the Pacific Art Foundation, a non-profit arts education foundation.



 

Tony English - Director, Division 3

Tony English has been a resident of Laguna Niguel since 1974, and is married with four children. He is a graduate of California State University, Fullerton with a Bachelor’s Degree in Business Management and earned a Master’s Degree in Marriage, Family and Child Counseling from Azusa Pacific University. He was a high tech electronics components representative for various industries including computer, telecommunications and military applications. He served as president of Western Electronic Products Company and is currently the Broker/Owner of English Realty, a residential real estate brokerage firm located in Laguna Niguel.

 


Betty P   Betty Pequet - Director, Division 5

Ms. Pequet, a resident of Laguna Niguel since 1977 and a California native, has been a Realtor for 32 years. Ms. Pequet is an original member of the District’s Citizens’ Advisory Committee formed in 1979 and continues to serve on that Committee. Additionally, Ms. Pequet is very active within the community of Laguna Niguel having served on the Laguna Niguel Community Council (prior to Cityhood), is a Charter Member of the Laguna Niguel Chamber of Commerce and its’ third President, is an Honorary Member of the Monarch Beach Rotary and currently serves on the Board of the Laguna Niguel Senior Club. She formerly was Chairperson of the South Coast Medical Foundation Women’s Advisory Council and Chairperson of Monarch Bank Advisory Committee.


  John Steward - Director, Division 6

Mr. Steward a resident of Aliso Viejo since 1993, is a Deputy Probation Officer for the Los Angeles County Probation Department. He is a graduate of California State University of Dominguez Hills and Pepperdine University. Mr. Steward is a member of the Aliso Viejo Citizens Action League. He is a past member of the Board of Directors of the Pacific Ridge Homeowners Association, the Board of Trustees of the Compton Unified School District, and the Aliso Viejo Cityhood Executive Committee.



Mr. Gary R. Kurtz   Gary R. Kurtz - Director, Division 7

Mr. Kurtz, a resident of Laguna Niguel since 1970, is associated with Impact General, Inc., a specialized insurance firm. Mr. Kurtz is a graduate of Eastern Washington University and attended graduate school at the University of Oregon. He served as president of the Laguna Niguel Community Council and is active in civic affairs.
