Board of Directors
As your local water supplier, MNWD takes an active role in our community. Your
elected Board of Directors has made a commitment to provide the community with
information on current water issues in addition to providing safe and reliable
water services.
Members of the community are welcome to attend open session meetings of the
Board of Directors.

Richard S. Fiore, Division 1

Director Richard S. Fiore and his wife, Carol, have resided in Mission
Viejo since 1971, where they have raised their three children. Mr.
Fiore is a graduate of Occidental College and the University of California,
Hastings College of the Law. He has served on the Board of Directors
of Moulton Niguel Water District since 1977, as the representative
of approximately the northern half of Mission Viejo, and adjacent
portion of Laguna Hills. He earlier served as a member and Chairperson
of the Planning and Architectural Committee of the Mission Viejo Municipal
Advisory Council. Mr. Fiore is the founder and senior partner of the
law firm of Fiore, Racobs & Powers, and a Charter Member and past
Dean of the Community Associations Institute College of Community
Association Lawyers.

Scott F. Colton, Division 2

1945: Born in Pasadena, California, He attended local public schools with a focus on Chemistry at Pasadena City College. 1965: Married with children and worked as Director of Quality Control at a munitions component plant supplying Picatinny Arsenal during the Vietnam Conflict. Gained Top Secret security clearance from DoD, and later became Plant Manager at age 21. 1970: Moved family to Laguna Niguel and started a mechanical engineering supply company. Spearheaded the development of AYSO Soccer ( Division 5) in Laguna Niguel, Dana Point, and Mission Viejo. Recruited, coached, trained and managed AYSO Div 5 for ten consecutive years. 1980: Employed as Zone Manager for DuBois Chemicals ( division of W.R. Grace). Received national recognition as top performer in the field. 1985: Started sole proprietorship involving water treatment and chemical supply to the industrial, institutional, and residential markets. Presently continuing to grow company, and servicing established accounts of 25 years and more. 2001: Recognizing water as the universal solvent, Mr. Colton has stressed conservation and more efficient ways to use and return water from business applications. Also worked with the City of Laguna Beach in cleaning the waste water from food service properties.(FOG) 2008: Founding Partner of C & H Cattle Co. 2009: Married Cindy Kendall Hobbies: Bird Hunting, Deep Sea Fishing, Golf, Rebuild Old Cars.

Donald Froelich, Vice President, Division 3

Director Donald Froelich lives in Laguna Hills and has more than three decades of experience in the water industry, working as supervising Civil Engineer for the Metropolitan Water District of Southern California and serving as a manager for the City of Glendale Water Department. He received a Bachelors of Science and Masters Degree in Civil Engineering from the University of Southern California. He is a registered Civil Engineer and a member of the California State BAR. Mr. Froelich also serves on the Orange County Waste Management and Recycling Commission and Chairman of MNWD’s Engineering Committee.

Larry R. Lizotte, Division 4

Director Larry R. Lizotte is a retired residential home builder and
licensed general contractor. A resident of Laguna Niguel since 1966,
he attended Fullerton Junior College and California State University
at Long Beach. Mr. Lizotte currently serves as Moulton Niguel Water
District's representative to the South Orange County Wastewater Authority
(SOCWA).

Brian S. Probolsky, Vice President, Division 5

Director Brian S. Probolsky is a longtime resident of Laguna Niguel, where he lives with his wife and two children. An active member of our community he has served on the OC Parks Commission, as a Laguna Niguel Parks & Recreation Commissioner and as a member of the Board of Governors for the Saddleback College Foundation. He currently serves as Chairman of the Moulton Niguel Water District Board of Directors Finance and Technology Committee and represents Moulton Niguel on the City of Mission Viejo Redevelopment Oversight Board and both as an alternate on the Board of the San Juan Basin Authority Board of Directors as well as the Independent Special Districts of Orange County Association. An accomplished entrepreneur and seasoned senior management professional, Mr. Probolsky has started and sold several successful business and is now the Business Practices Manager of Orange County Community Resources.

Larry McKenney, President, Division 6

Director Larry McKenney is a resident of Aliso Viejo and has a strong background in watershed management, coastal preservation and environmental affairs. He is a graduate of the U.S. Naval Academy and the University of Texas School of Law. He served in the U.S. Marine Corps in the artillery and later as an attorney, and retired in 2007. For the past two decades, he has worked on water resources issues in a variety of roles. He served as a public agency attorney and in private law practice, led Camp Pendleton’s Office of Water Resources and the County of Orange Watershed and Coastal Resources Division, and worked for an engineering consulting firm. He is employed now as Executive Counsel to the Santa Ana Watershed Project Authority (SAWPA). Mr. McKenney represents Moulton Niguel on the boards of directors of the San Juan Basin Authority and the Association of California Water Agencies, Region 10. He is the president of the Water Advisory Committee of Orange County and chairs the Legislative Issues Task Force for the Southern California Water Committee.

Gary R. Kurtz, Division 7

Director Gary R. Kurtz, a resident of Laguna Niguel since 1970, is
retired from the insurance and financial planning business. Mr. Kurtz is a graduate of Eastern Washington University and attended
graduate school at the University of Oregon. He served as president
of the Laguna Niguel Community Council and is active in civic affairs. He has chaired the Moulton Niguel Community Relations, Investment, Personnel & Salary, Audit, and Financial committees. Currently he chairs the Audit/Rate Review committee. Mr. Kurtz is a delegate for Moulton Niguel on the Association of California Water Agencies/Joint Powers Insurance Authority (ACWA/JPIA), and South Orange Coastal Ocean Desalter (SOCOD) organizations.
