Richard S. Fiore, Division 1

Director Richard S. Fiore and his wife Carol have resided in Mission Viejo since 1971, where they raised three children. Mr. Fiore is a graduate of Occidental College (1963) and the University of California, Hastings College of the Law (1967).

Mr. Fiore has served on the Board of Directors of Moulton Niguel Water District since 1977, representing approximately the northern two-thirds of the City of Mission Viejo. He has been President of the MNWD Board of Directors, and Chairman of its Finance, Legal, Engineering, Personnel, and Community Relations Committees.  Currently, he chairs the ad hoc Outreach Committee established to develop a comprehensive program for the communication of information to MNWD customers, local government and the community. He previously served as a member and Chairman of the Planning and Architectural Committee of the former Mission Viejo Municipal Advisory Council.

Mr. Fiore has practiced law in Orange County since 1971, and is the founder and President of the law firm of Fiore, Racobs & Powers, providing legal services to residential and commercial community associations. He is a Charter Member and former Dean of the national Community Associations Institute College of Community Association Lawyers.

 Scott F. Colton, Vice President, Division 2

Director Scott Colton and his wife, Cindy, have resided in Laguna Niguel since 1970, where they raised their two children.  Mr. Colton attended Pasadena City College, focusing on chemistry.  After college, Mr. Colton worked as the Director of Quality Control at a Munitions Component Plant supplying Picatinny Arsenal during the Vietnam Conflict.  During his employment, he gained Top Secret security clearance from Department of Defense, and later became Plant Manager at age 21.  In 1970, Mr. Colton started a mechanical engineering supply company.  In 1980, he worked as a Zone Manager for DuBois Chemicals (division of W.R. Grace) where he received national recognition as top performer in the field.  During 1985, Mr. Colton started a sole proprietorship involving water treatment and chemical supply to the industrial, institutional, and residential markets.  Recognizing water as the universal solvent, Mr. Colton has stressed conservation and more efficient ways to use and return water from business applications.  During 2008, he assisted the City of Laguna Beach with the removal of fats, oil and grease (FOG) from the wastewater from food service properties (also known as the FOG program).  Currently, Mr. Colton is involved with the C & H Cattle Company, of which he is the founding partner.

Mr. Colton spearheaded the development of AYSO Soccer (Division 5) in Laguna Niguel, Dana Point and Mission Viejo.  He recruited, coached, trained and managed AYSO Division 5 for 10 consecutive years.   He has served on the MNWD Board of Directors’ since 2010 and represents southern Mission Viejo and portions of Laguna Niguel.  He currently serves as Chairman of the Community Relations Board and Citizens’ Advisory Committee.  Mr. Colton also serves as the representative of Santiago Aqueduct Committee (SAC) and is an alternate on the San Juan Basin Authority (SJBA) and Association of California Water Agencies/Joint Powers Insurance Authority (ACWA/JPIA) Boards.

Donald R. Froelich, President, Division 3

Director Donald Froelich and his wife, Karen, reside in Laguna Hills.  He received a Bachelors of Science and Masters Degree in Civil Engineering from the University of Southern California.  He is a registered Civil Engineer and a member of the State Bar of California.  Mr. Froelich has more than three decades of experience in the water industry, working as a supervising Civil Engineer for the Metropolitan Water District of Southern California and served as a manager for the City of Glendale Water Department.  He has served on the MNWD Board of Directors’ since 2008 and represents the City of Laguna Hills.

Mr. Froelich currently serves as the President of the Board.  Mr. Froelich also serves on the Orange County Waste Management and Recycling Commission, and is an alternate representative on the South Orange County Wastewater Authority (SOCWA).

Larry R. Lizotte, Division 4

Director Larry Lizotte and his wife Nancy have resided in Laguna Niguel since 1966.  Mr. Lizotte attended Fullerton Junior College and California State University at Long Beach, and is a retired residential homebuilder and licensed general contractor.  Mr. Lizotte is the senior member of the MNWD Board of Directors’, having served since 1960 and represents the southern area of Laguna Niguel.  He currently serves as Moulton Niguel Water District’s representative to the South Orange County Wastewater Authority (SOCWA).

Brian S. Probolsky, Vice President, Division 5

Director Brian S. Probolsky is a longtime resident of Laguna Niguel, where he lives with his wife and three children.  An active member of our community, he has served on the OC Parks Commission, as a Laguna Niguel Parks & Recreation Commissioner and as a member of the Board of Governors for the Saddleback College Foundation.  He currently serves as Vice President of the Board and Chairman of the Finance and Technology Board and as a representative on the South Orange County Watershed Management Area.  An accomplished entrepreneur and seasoned senior management professional, Mr. Probolsky has started and sold several successful business and is now the Business Practices Manager of Orange County Community Resources.

Duane D. Cave , Division 6

Duane Cave

Director Duane D. Cave has lived in Aliso Viejo since 2002.  He currently chairs the Community Relations/Citizens Advisory Committee Board. Duane has been an active member of the community; he currently serves as Immediate Past Chair of the South Orange County Economic Coalition and as a board member on: the Boys and Girls Club of Capistrano Valley, CleanTech-OC, Orange County Taxpayers Association, and the Laguna Niguel Chamber of Commerce, along with involvement in other organizations.  Mr. Cave is very active as a volunteer umpire for Little League baseball and works as a High School Umpire.  Mr. Cave brings 39 years of electric and natural gas utility experience with him to the Board. His background in the utility involves construction and operations, as well as staff and project management.  Mr. Cave is currently the External Relations Manager for San Diego Gas and Electric in south Orange County.  Gary R. Kurtz, Division 7

Gary KurtzDirector Gary R. Kurtz, a resident of Laguna Niguel since 1970, is retired from the insurance and financial planning business.  Mr. Kurtz is a graduate of Eastern Washington University and attended graduate school at the University of Oregon.  He served as president of the Laguna Niguel Community Council and is active in civic affairs.  He has chaired the Moulton Niguel Community Relations, Investment, Personnel & Salary, Audit, and Financial committees.  Mr. Kurtz is a delegate for Moulton Niguel on the Association of California Water Agencies/Joint Powers Insurance Authority (ACWA/JPIA).
