| In November 1960, the landowners banded together to create the Moulton Niguel Water District (MNWD). As a water district, the ranchers were able to join other agencies in the construction of facilities necessary to import water to this area. An available supply of water has been a critical element in the development of south Orange County. The bulk of land encompassed by Moulton Niguel Water was originally made up of two ranches - Rancho Niguel and Rancho Mission Viejo. Less than a dozen structures dotted the rolling hills and open pastures. Today, more than 160,000 people live in the communities that make up Moulton Niguel Water - Aliso Viejo, Laguna Niguel, Laguna Hills, Mission Viejo, and Dana Point. Homes, commercial centers, parks and recreation areas abound. Efficient and Local Special District Form of Government Moulton Niguel Water District is governed by locally elected citizens and customers who represent their neighbors. They hire a professional staff, balancing the capability of ordinary citizens and professionals, working together to benefit the community. By dedicating itself to just two services, water and wastewater - it has become truly expert and efficient at them. District customers enjoy the lowest rates in Orange County, excellent and responsive customer service and local representation through their elected Board of Directors. |
